Attempted to report scam (fake lottery) email from a site 
hosted on Microsoft's servers.

Whois lookup for the IP indicates abuse@microsoft.com was
the appropriate point of contact.

Rejecting a complaint because it has "spam-like characteristics"
makes it rather difficult to send them evidence of any problems!
